Vince Ford, Chairman

Vince Ford, the board's chairman, is the vice president for community services at the Palmetto Health Alliance. He is married and has two children. In his spare time, he enjoys reading, chess and horseback riding. He has been awarded the All-State School Board Member and National School Boards Association Distinguished School Board Member designations.

He holds a bachelor's degree in sociology from Benedict College and a master’s degree in individual and family development from S.C. State University.

Mr. Ford is an ex-officio member of the Board committees.

His seat is elected at large, and his term expires in 2012.

Dr. Jasper Salmond, Vice Chairman

Dr. Jasper Salmond, senior board member, is former vice president and marketing coordinator (retired) for Wilbur Smith Associates, past president of the S.C. School Boards Association, Investment Advisory chair of the Palmetto Health Alliance Board and a member of the S.C. Robotics Board, among other civic and professional affiliations.

He has a bachelor’s degree in elementary education from Benedict College and a master’s degree in educational supervision and administration from Teachers College, Columbia University. He has achieved Level VI in the SCSBA Boardmanship Institute twice.

He represents Election District I, which is an area west of Broad River Road up to Harbison and extends to the Fairfield County line. It includes St. Andrews, Eau Claire, Greenview, Meadowlake, Lincolnshire, Summerhill, Monticello and Fairlawn. His term expires in 2010.

Dwayne Smiling, Secretary-Treasurer

Dwayne Smiling is Special Assistant for Governmental Affairs and Campaign Coordinator for The College Fund/UNCF at Benedict College.

He graduated from Benedict with a degree in broadcast journalism. He is married and has one daughter.

Mr. Smiling chairs the Facilities and Finance Committee.

He represents Election District 4 , which extends from the Sumter County line into the City of Columbia, including all of lower Richland County and Olympia. His term expires in 2012.

Jamie Devine, Parliamentarian

Jamie L. Devine is employed with Community Assistance Provider, Inc. as Vice President of Housing Development. He attended Benedict College where he received a Bachelor of Arts in English in 1999.

Mr. Devine is married to the former Miss Tameika Isaac, Columbia City Councilwoman and they reside in downtown Columbia. They have a daughter named Tamia.

Barbara Scott

Barbara A. Scott was born in Florence, S.C. and moved to Columbia at a very young age.

She attended Columbia public schools, graduating from University High School and then attended the University of South Carolina.

She was employed as legal secretary for Law and Kirkland, which later expanded to Kirkland, Aaron & Alley and rose to the position of Office Manager where she remained for 29 1/2 years.

Ms. Scott was a founding member of the Columbia Legal Secretaries Association and served as Vice President and Treasurer of the South Carolina legal Secretaries Association. She took the Professional Legal Secretary exam and passed on the first attempt.

In 1974, she as elected to the Richland County School District One School board and served for eight years. She served as Chairman for three years.

In 1984 she was elected Clerk of Court for Richland County. She has served as Vice President of the South Carolina Association of Clerks of Court and Registers of Deeds. She worked as Legislative Chairman in areas covering the court system. She served on the board of South Carolina Association of Counties and as S.C. representative on the board of National Association of Counties.

She is married to Paul H. Pickens and has four daughters and 9 grandchildren.

Rob Tyson

Rob Tyson is an attorney with Sowell Gray Stepp & Laffitte, LLC. He is married and the proud father of four wonderful daughters. He is an active member of Shandon United Methodist Church. He loves to read and enjoys all sports.

He holds a J.D. from the University of Mississippi School of Law and a B.A. in History from the University of Tennessee.
