SCHOOL IMPROVEMENT COUNCIL (SIC)
The policy of Richland One’s school board is that a school improvement council be established at each school, except those schools on property not owned by the district. Each school’s council meets at least once every two months. Special meetings may be called by the principal or the council chairman.
School Improvement Council Duties:

To assist in the preparation of the annual School Improvement Report, to be submitted to the school board by its first meeting in September each year; |
| 2. |
To assist with the development and monitoring of school improvement; |
| 3. |
To provide advice on use of school incentive grant awards; and |
| 4. |
To provide other assistance at the principal’s request. |
School Improvement Council Purposes:
| 1. |
To gain knowledge about the school’s goals; |
| 2. |
To share information with other parents and citizens in the community and to clarify information about the school’s programs; |
| 3. |
To offer suggestions to the principal for program improvements; and |
| 4. |
To review annually evaluation of school programs and make suggestions to the principal concerning changes or continuation. |
School Improvement Council Composition
By law, each council will be composed of at least:

Two teachers, elected by teachers; |
| 2. |
Two parents, elected by parents; |
| 3. |
Two students, elected by students, in schools with grades nine and above; |
| 4. |
Schools with grades nine and above also shall have three members appointed by the principal; |
| 5. |
Schools that do not have grade nine or above shall have only two members appointed by the principal. |
Council members shall be elected to two-year terms. They shall take office October 1 and serve until September 30 of the second year. To provide stability in the council, terms of office will be staggered, with only half the membership elected each year. Council members in schools having two or fewer grades and Heyward Career Center shall be elected to one-year terms. In making appointments, principals are encouraged to balance councils by appointing persons from existing groups that are not represented by the elected members. The principal shall be an ex-officio member of the council, without vote.
School Improvement Council Elections
Annually, before September 10, each principal will notify parents of a meeting to be held at the school at least two weeks from the date of notice. Nominations may be made in writing and sent to the principal at least one week prior to that meeting, or another parent who is eligible and who has agreed to serve. Parents who reside in a school’s attendance zone and whose children attend that school at the time of the election are eligible. Election shall be by secret ballot, and balloting shall continue until one nominee receives a simple majority. In the event that both seats in the parent, teacher or student category become vacant the same year, the same election procedures shall be followed. However, the person receiving the highest number of votes will serve a two-year term, while the person receiving the second highest number of votes will serve a one-year term.
